Add cash budget feature so that user can allocate certain amount to available accounts.

Toshl used to do this quite well. On their budgets page on each line was a custom budget for an account where you could see the monthly income/expenses for it.
It also was quite visual, using a progress bar with a total range of about 400%, and at the 100% goal there was a dotted line to indicate your target.
